Slot IDs "hotbar.0" and "container.0" are the same
The purpose of this report is to find out whether this behaviour is intended.
The slot IDs used for /replaceitem use numbers internally and for the feedback. The number used for container.0 and hotbar.0 is both 0. Usually slot names map to unique slot numbers, for example villager inventories use the numbers 300 to 307.

All these slot descriptions are apparently mapping to internal slot IDs, which are not exclusive for one type, see also MC-138674.
Though I agree that it would be very helpful if the command prevented you from using a wrong slot type, however this is not what this report is about.
I think a separate report should be created for this.
