Beacon UI is nonresponsive and doesn't allow you to change the beacon effect
After attempting to change the beacon effect on my single player world, the UI inside the beacon was unresponsive. I tried with all 4 accepted ingredients, verified the shape of my beacon, built a beacon in a creative world, and tried breaking and replacing the block. Tested in world originally generated in 1.13.2, and a fresh world. Additionally, I attempted to use the new accessibility features by pressing tab, which would highlight the options, but didn't allow me to select.

can confirm
can confirm, however you ARE able to use a command to set the beacon to active, so maybe it's just a button in the gui problem
I built a tier 1 beacon and used
/data modify block ~ ~ ~-1 Primary set value 1
and it turned on Speed I, the first option, in the gui and gave me the effect as it should
I found it easier to go into 1.13, create a beacon and get the potions you want, than use data get to get what Primary and Secondary tags to use. Than just modified the one I had in my survival 1.14 world and took an ingot and deleted it while in creative. Work-around for now.
Can confirm 19w12b
Can confirm, I tried in multiplayer as well as singleplayer. However, beacons that are already activated will stay on (I have a beacon beneath my house from around 19w03a and it's still giving me Haste II)
Yup, can confirm 19w12b, wasn't a problem in 12a IIRC.
Seems to be fixed as of 19w13a
i was getting no response on the BEACON GUI. But clearing all the block above the beacon (only 1 block just center ) seems to work again for me . if anyone else plz try once .
i discovered by accident. i made a beacon on the top of my house just to check and it worked wow. then i cleared all the lock just above the beacon . and the BEACON started working
