I have failed to find a bug report mentioning this. This may be a working as intended feature.
MC-164480 mentions that vexes don't drop their mainhand items (which is working as intended as they shouldn't drop swords if they have equipped them)
However, this also means they don't drop armor or offhand items. If this is working as intended please resolve as such.
The behavior that they drop iron swords when being killed with looting is a bug (
MC-2958) which was fixed in 19w37a. So this works as intended.
