Withers are now able to have potions other than Instant Health and Instant Damage applied to them, as well as the Glowing effect from a Spectral Arrow.

However, this issue is Working as Intended.
The only potion effects that should affect the Wither are Instant Health and Instant Damage, see MC-226948.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

I can confirm that this is an issue. Just for clarification reasons, this did not happen in 1.16.5.

btw, did spectral arrows never have their own texture in bows?
