What I expected to happen was...:
hit a Wolf he will kill me
What actually happened was...:
I hit a Wolf he hit me 1x and then stood still or ran away
Steps to Reproduce:
1. Find/spawn 1 Wolf
2. hit the Wolf 1x with your Hand.

I just tried this and the same thing happened for me. So I can confirm this bug.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
