After testing, it seems that I was mistaken. The house is not partly replaced by the river, it just generates over it (MC-214795). I was under the impression that it was broken or replaced, but upon inspecting it seems that desert_cartographer_house_1 is just missing part of its floor. I created a separate report for this latter issue because I couldn't find a ticket for that: MC-238819.
I was mistaken. Per this comment, this is a duplicate of MC-214795 and MC-238819.
