The Bug:
Sculk requires air above replaceable blocks in order to spread.
Steps to Reproduce:
- Place down a sculk catalyst on top of some blocks that it can replace.
- Place down some torches on top of the replaceable blocks nearby.
- Spawn some entities and kill them so that sculk forms and spreads.
- Take note as to whether or not sculk requires air above replaceable blocks in order to spread.
Observed Behavior:
Sculk requires air above replaceable blocks in order to spread.
Expected Behavior:
Sculk would not require air above replaceable blocks in order to spread.

Sculk requires air above replaceable blocks in order for it to spread, and this is an intentional game mechanic as stated in MC-249233.

When a mob dies on top of a partial block, such as a carpet or half-slab, it does not convert nearby sculk-convertible blocks to sculk. As per Gnembon's explanation from MC-249233, this is intended behavior. However, if the partial block is on top of a sculk-convertible block (such as stone), and is directly next to a sculk block, it will convert the stone beneath the partial block.
Steps to reproduce:
- Build a platform of stone with a sculk catalyst within 8 blocks
- Cover one of the stone with carpet or another partial block
- Place a block of sculk directly touching the covered stone block
- Drop a mob to its death on the carpet

Expected result:
Sculk to be created but the carpeted stone would not be converted.
Observed result:
The carpeted stone is converted to sculk.
Notes:
I have heavily edited this bug report to take into account Gnembon's explanation, this will explain why the comments appear very disconnected from the report.
Think I found it, MC-249233 which is working as intended.

Sculk spreads through veins eating into blocks they are attached to. If the spread is blocked, sculk cannot take over.
