MC-271474Ominous Vaults only give Wind Burst I
Enchanted books given from ominous vaults only seem to have wind burst level one. they never give wind burst II or wind burst III.
to reproduce, run a repeating command block with the following command:
/loot give @p loot minecraft:chests/trial_chambers/reward_ominous_rare
to help with inventory, have additional repeating command blocks constantly clearing diamond axes, diamond chestplates and crossbows
once your inventory gets full of enchanted books, check their enchantments and see that the ones with wind burst only ever have wind burst I
