Terrain doesn't gen properly
The world doesn't generate stone and dirt on and above Y=64, it should be noted that this was trying to be generated more than 80,000 blocks away from spawn, therefore it is probably not a high priority although, the world wouldn't be this buggy had i not have used the 'AMPLIFIED' world type even so far away from spawn.

That is the Mesa Biome (or Disco Mountains as it was coined). It was glitched and should be fixed now in 13w36b. You may need to start a new world to see the change (I'm not possitive on that).
Please try again with 13w36b and let us know if this problem still exists. Possibly related to
