Confirmed for 1.8.1-pre2, but I think I've seen a report of this before.
EDIT: Perhaps intended, see MC-30132.
I expect this works as intended, snow already doesn't accumulate on regular ice, so I suppose Mojang tried to keep the consistency with the new ice. I know it's unrealistic, but perhaps they think snow would ruin the aesthetic of the spikes.
