*What I expected to happen was:
double plants to use their respective textures from the selected resource pack
*What actually happened was:
double plants use the default textures

Confirmed, attempted to build texture pack including new texture for tallgrass, no error texture, no change.
It works fine with sunflowers, just tried it in 13w39b (nothing aesthetic though: http://i.imgur.com/LjbMzu8.jpg). Is there a proper pack.mcmeta in your resource packs?
of course, as the description says, the packs(i've tried more than one) work fine in last weeks alphas
I managed to fix it !
Rename all the textures named "doublePlant_X" in your assets/minecraft/textures/blocks folder to "double_plant_X".
Example : "doublePlant_grass_top" -> "double_plant_grass_top"
Et Voila
@Missingno_26:
Yep, that's it. As long as all double plant textures are named like this, they work fine. I think this can be closed as "Cannot reproduce".
Also, tested it with roses, ferns and tall grass: http://i.imgur.com/lWkNSYS.jpg - works absolutely fine
ah, they changed the name between versions. that's annoying. I even checked for that, but didn't notice the subtlety of it.
