Place a top half slab without the bottom half. Place water on top of it and wall it off to prevent spilling. Stand touching the bottom of the slab and the world will be given a blue hue.

At least with lava, it doesn't have to be a slab. There can be a full block between you and the lava, and standing beneath it will make the screen orange as if your head is actually in a lava block, even though it is an air block.
This happened to me, with both water and lava, with a full block instead of a slab
This bug also causes the FOV to be reset to the default during the effect of the water/lava on the view.
Is that why when I was mining, I suddenly saw a red hue? Oh my god, that scared the hell outta me...
Also happens in the Nether
I'm getting a very similar issue in snapshot 14w25b.
