As you can see this is definatley a snow biome, and when the weather is set to rainy, snow comes down, but when first loading these chunks they have none.
Please provide seed.

I don't know anything else, I just saw it so I reported it.
Can confirm it happens in 15w43a, fresh randomly generated world.
Steps to reproduce: load a custom world (don't change anything else) and set the biome to "Ice Plains", then use the command tp 86 73 6 ,then you will spawn right on top of a tree with some snow under it.
Does this still happen in 1.14.4 or above? If so, please provide exact steps to reproduce.
