Splash potions have the same duration as their drinkable counterparts
In previous versions of the game, splash potions would have 3/4 of the duration of regular potions. It seems like this is no longer the case, and I don't believe it was intended to be.

However, this issue is Invalid.
You reported a parity issue. We are only tracking parity issues that meet the following criteria on this bug tracker:
- The feature affected by the parity issue is present in both Bedrock Edition and Java Edition in the latest release or development version
- The feature behaves differently in one edition than in the other
- The parity issue was introduced in Buzzy Bees (Bedrock Edition 1.14 / Java Edition 1.15) or later and was not present before
Any parity issue that does not meet these criteria will not be tracked on the bug tracker and should instead be reported on the Feedback website.
Splash potion durations were increased from 75% to 100% of the base potion duration in Java Edition 1.9 (see MC-85891).

We'll have to see. The potions are very expensive as they require dragon's breath to craft ~Sparks
Did some testing and I believe you are misunderstood. This is about regular splash potions. Lingering potions are the ones brewed with Dragons's breath and they are currently 1/4 the time of regular potions. Splash potions are supposed to be 3/4 but may have been changed to full, and I don't think intentionally.
I do not believe that splash potions had reduced duration. They give you either 0% or 100% of the duration depending on how close you are to the center of the splash. Could you perhaps have mistaken that for the reduction?
I'm guessing someone read it on the wiki (http://minecraft.gamepedia.com/index.php?title=Splash_Potion&oldid=875610 or earlier) and assumed it was true.

MC-740I disagree. This is a different bug.
You're right. It's not the effect time applied to the player, it's the default time in the inventory.
1.7.10 , 1.8.8: "Potion of Night Vison 6:00"
15w33b: "Potion of Night Vison 8:00"
yes. was going to clarify but you figured it out. thanks
Found it! In 1.8.8, the "create potion effect class from metadata ('damage') number" method multiplied the duration by 0.75 at that step (MCP 9.10 PotionHelper.getPotionEffects(int, boolean), line 412), then the thrown potion just used that already-adjusted value.
The 1.9 beta versions change how that works entirely, now we have a few known PotionEffect objects shared by everything instead of creating new ones for every potion.
1.7.10: Splash Potion of Night Vision 6:00
15w33b: Splash Potion of Night Vision 8:00
Then I threw it at myself.
Inventory: Night Vision 5:59 (This was right after I threw it.)
This was a few months ago.
You have to throw it directly on top of your head. Still 8:00
I'm starting to think that this might be WAI. Given the increased cost of potions the devs may have wanted to increase the duration of splash pots, so they never bothered to fix this.
[Mojang] Nathan Adams is this WAI?
Ely G: Dinnerbone doesn't work on Minecraft anymore. He's doing other stuff at Mojang.
Since when? He commented on this issue.
[Mojang] Searge (Michael Stoyke) is this WAI?

Now affects 1.9.3 pre releases. Really curious if WAI or not.
made it into 1.10
Huh. So it was WAI all this time. What's the reason behind that?
