MCD-83Mobs can spawn inside of map structures and get stuck
Creeper spawned inside of fence or tombstone. Everytime I got close it detected my presence and tried to blow me up. But it did not chase me. It just sat there. Stuck.

Mob gets stuck, tracks, but cannot chase.
Creeper spawned inside of fence or tombstone. Everytime I got close it detected my presence and tried to blow me up. But it did not chase me. It just sat there. Stuck.

We're actually already tracking this issue in MCD-83, so I resolved and linked this ticket as a duplicate.
If you would like to add a vote and any extra information to the main ticket it would be appreciated.

Confirmed, just encountered an Illager stuck in a fence.
I found an Illager stuck between a fence and a tombstone. The mob tries to chase
