Launcher uses incorrect link for Snapshot Server downloads
Use this link to download it manually for now:

I tried to download the server for the latest release - 1.13.
Tries to load this - https://s3.amazonaws.com/Minecraft.Download/versions/1.13/minecraft_server.1.13.jar

Duplicate of MCL-9318. In the meantime, the correct download links are available on the wiki.
There may be several snapshots a week, first is named a, second b, third c. etc. in this order.
Tuesday was 18w22a, Wednesday was 18w22b and Thursday there was 18w22c published.
Within a week only the last snapshot of that week stays available, this is intended.
Download links in Launcher broken is known: MCL-9318
Attachments sometimes not working is also a known issue.
BTW: When you report something, please only one issue per ticket.

The bug indicates that it affects Windows but also applies to macOS.

In the mean time 1.13 has been officially released and it still doesn't work. So now it affects the "Latest release" entry as well, which I think makes this a more serious issue because it will now directly affect players.
While the links in the launcher for the server are invalid - and a problem as I first maintained - the current version server can be downloaded from the link on minecraft.net. https://launcher.mojang.com/mc/game/1.13/server/d0caafb8438ebd206f99930cfaecfa6c9a13dca0/server.jar
I am still getting the error message that is in this post, which causes the server to crash.
So glad Petr is now involved with resolution. The launcher links for server download on "current version" and "snapshot" are still not pointing to a valid download site. Again - the current version download still works at this address: https://launcher.mojang.com/mc/game/1.13/server/d0caafb8438ebd206f99930cfaecfa6c9a13dca0/server.jar
Hello, the crash that I was receiving upon launching the server file was fixed by removing the "nogui" command from the .bat I use to start it.
