Sorry, the behavior is Working As Intended. You need the newest version of Windows for the game to work properly.

@Yuriy - I don't have integrated graphics, but the GPU is very under-utilised: clean survival world, render distance 64 chunks, no texture packs, 1440p 144hz monitor, (fullscreen) I'm getting about 58fps and GPU usage is at about 11% according to the nvidia overlay, and CPU utilisation is about 55%. If I window Minecraft to half the screen task manager says I'm using about 55% CPU and 2% GPU.

Tried to follow the steps outlined by @kane and @Eric. Still did not work for me. Interestingly enough, after the bug happened I tried to download a new rtx world from the marketplace (as I had tried that before and it mysteriously temporarily fixed the issue). I got the message that my computer does not meet the system requirements and that I'd need a GeForce RTX 2060 (Or better) and Intel Core i5 or equivalent CPU. (Guess this is being tracked in MCPE-140674) The actual cards I have are the following:
AMD Ryzen 7 3700x CPU
Radeon RX6600 XT GPU
My graphics drivers are up to date. Minecraft version is 1.18.2
Edit: I've found "Updating" the resource packs folder by moving in/out files seems to temporarily fix the issue. The bug still occurs but much less frequently for me.

Just to avoid extra unnecessary wait: I am aware that my windows version is old. However, I would like to avoid updating it.
If the windows version is causing this, is there a way to fix it without updating? As I've said, all the features were working just fine not long ago. I've tried going back to the non-beta release (I believe it's 1.17.11 Hotfix), and there is no such issue there.
If updating is absolutely necessary, I would like to know the specific reason for that. If not, what else can I try? I've reinstalled the drivers, I've reinstalled Minecraft, restarted the PC, none of that helps.

I got a little thrown off by the reply, since it's now "reopened" am I to assume it's not working as intended?
If it is and I will have to update, I would still like to know the reason for it, if possible. Why is it suddenly locked to only being supported in the newer Windows versions, was there some change in the beta updates that makes RTX features not work on older windows versions? I don't understand the statement "You need the newest version of Windows for the game to work properly", it's quite vague. My game pretty much already works properly, and ray tracing does too (on older versions) so it's not very obvious to me why it's locked in the new beta.

I've had similar problems to this.
Yesterday i bought minecraft for windows 10 on the microsoft store to test the RTX. After installing it, I tried to download the RTX maps but it says that I do not have the required hardware for it, it does not allow me to enable ray tracing in the settings either. I don't know why this happens, since these are my system specs:
I already updated my GPU drivers, reinstalled minecraft and also tried using DDU and reinstalling the latest drivers, what else can I try?
Just adding my +1. RTX 3090; AMD Ryzen Threadripper PRO 3975WX; Windows 10 Version 10.0.18363 Build 18363 fully up to date. Nvidia Game Ready Driver 472.12 (latest). Bedrock. 1.17.30
So RTX was working fine, for weeks. I've opened the game today and RTX is not enabled and can't be enabled. I hadn't changed anything. I can't re-enable it. RTX texture packs have a warning on them saying my device does not support RTX. I then updated nvidia driver to the one above. Did not make any difference. GeForce Experience 'sees' Minecraft, and will 'optimise' settings including having RTX on, but this has no effect in game. Tried uninstalling and reinstalling from MS Store - problem remains the same. I have now downgraded to 1.17.11, and RTX works again as expected - I can download e.g. the nvidia Hilltop Lifestyle demo and it all works fine.
It really looks like this has been broken on your end somewhere between 1.17.11 and 1.17.30
Also adding a +1. Just got a RTX 3070; Have a AMD Ryzen 5 3600; Windows 10 Edu. Version 18363.1801. Nvidia Game Ready Driver 472.12. Bedrock 1.17.30 aswell.
Just got my 3070 today and it has not worked since I got everything installed and updated. I tried everything to ensure bedrock was using the gpu but to no avail.
It's still maintained in 1.17.32 Hotfix.

I have this same issue with my 3090. I am also using an old version of windows/ do not want to update. I ran the game with task manager enabled and noticed it was eating up the cpu and the gpu had no load. I think the game is somehow running on the igpu despite it being disabled.
Same here, I checked my task manager, and GPU is sitting permanently at 0% while running the game.
For those of you who are currently affected by this, try updating windows. This has previously fixed it for a few!
Updating didn't help everyone so I don't want to try it unless it's confirmed that updating is necessary for the fix.

It's not the Windows updates, at least for my issue. Windows is fully updated. Nvidia drivers are fully updated. It makes no difference. I can downgrade the bedrock client to 1.17.11 and I get RTX working again, so it looks like something is broken after that in the client. I'm also getting horrible frame-rate (down to 23fps) and this is on an RTX 3090 with no texture packs (I removed the RTX ones since they aren't working anyway). Also, I have a second machine with a 2080 Super and RTX works on that in bedrock, so go figure. My 3090 box and my 2080 Super are running the same bedrock client (1.17.34 currently) and RTX works on one and not the other - both up to date with Nvidia drivers and Windows updates.
Can I just say, it's incredibly frustrating how I can't get any debug information from the client or log files about what it thinks is going on - it says the device is not supported, I would LOVE to know what it thinks the device is.
bigboypants, load a world in Bedrock, open task manager, go to Performance, and see what it shows. It should load both your CPU and GPU while you are playing. For me it is 100% CPU, 0% GPU, I'm pretty sure it just runs on the integrated GPU instead of the RTX card. See if that happens to you too. I'm pretty sure now that the "unsupported" device it's unhappy with is the GPU, because it simply runs on the wrong one. I tried looking for a way to restrict the game from being able to use integrated graphics but didn't have much success...
I had to update windows for the BF2042 beta, decided to check minecraft and suddenly RTX works, it might work for some people, it might not for some.
I just updated Windows to 20H2 and I still can't turn on RTX in minecraft
@Yuriy if it uses your integrated graphics, it will not show it under CPU. It will show the usage under a GPU listing in task manager.
Try these steps:
1:Press the windows key to open the start menu
2.Open settings
3.Press System
4.Make Shure you are on the display settings page.
5.Go down to "Graphics Settings" and click it.
6.Under "Choose an app to set preference", choose Microsoft Store App
7.Press "Select an app" and find and choose Minecraft
8.Press Add
9.Find Minecraft on the list below and click it, then options.
10. Choose "High Performance" and press save.
See if that works. If it does not, please do the following:
1. Open Minecraft and go into a world
2. Open task manager by pressing Ctl+Shift+Esc.
3. Press "more details" in the lower left corner. If it says "Fewer Details", skip this step.
4.Take a screenshot of task manager. It must include the Minecraft row, and the "GPU" and "GPU engine" columns.
5.Go to the "Performance" tab. Take a screenshot of that screen to.
6.Upload the screenshots to this bug report.
You can take a screenshot with Snipping Tool. Make Shure you dont overwrite your 1st screenshot when you take your 2nd.

Yeah those steps were one of the first things I've tried, it doesn't work unfortunately. Neither does updating graphic drivers or Windows (according to other users).
I may have commented something stupid regardless the integrated GPU, I don't really know how that works.
I've once plugged my monitor into the wrong port which made my GPU inactive, but my games still worked. I was told that the reason they did work is because the CPU has integrated graphics, so I automatically assumed this was the same. I've looked in BIOS recently and my IGPU doesn't even seem to be turned on. I don't know how MC Bedrock runs without loading my GPU. It runs on black magic I suppose.

It seems Minecraft bedrock is not using your GPU to render at all, not even an integrated one. It is instead using your CPU.
@Pig2Creeper I've taken a couple screenshots of the performance tab too, but I don't think there's much interesting there.
Is there anything else you think I can screenshot that would be of any use, while I still haven't switched the language back?
Any other ideas besides "High Performance" to try out?
As of beta 1.18.0.25 I have good reason to believe that now most if not all ray tracing capable devices (even ones that worked in beta 1.18.0.24) can no longer activate ray tracing and are marked as unsupported in the game ui.
This report has its 3 month anniversary today!
Over 3 months and 18 versions later the game still fails to run on the GPU. How long does it typically take for a bug like this to be fixed?
Does it have to gather a certain number of votes for it to be fixed?
Upon reinstalling the new beta it seems to be functioning again. Unfortunately I was not able to note any differences in the installation method that could've caused it.

OK, I've fixed this on my machine. As others have mentioned, the problem (in my case) was related to Windows versions. I thought I had dismissed this as my issue, since going to Windows Update showed the machine was fully up to date. However, I realised that because I have the Enterprise version of Windows 10 it was keeping me back on a fairly old Windows 10 build (1909). So I went to downloaded the Update Assistant here: https://www.microsoft.com/en-gb/software-download/windows10 and manually updated to 21H2. That's the only thing I've changed, and everything is working again - I can download and run the nvidia RTX examples from the marketplace without issue, and the Kelly's RTX packs I was using before are all working again. I hope this helps somebody.
Intel ARC cards are incorrectly detected as not supporting hardware accelerated raytraying. In the below screenshot, you can clearly see that I am pulling good framerates in Quake 2 RTX while Minecraft declares I lack the capability to do so:
It's 2023 and this problem still remains in version 1.19.51.1! I'm still waiting for a solution. Now in Windows 11
Looking at the debug text at the top of the screen in the screenshot titled "1", I can see that the game is in fact using the GPU, and the actual issue is that the game is running on D3D12. For ray tracing to be enabled, the game must be running on D3D12+.
I have updated the title of the report.
On Windows 11 I have both the main release and the preview. The main release runs on my dedicated graphics card just fine (allowing rtx), but the preview uses the integrated GPU. (1.20.31, 1.20.40.23). I tried copying the options file from main to the preview, but that didn't change anything.
Edit: This was resolved by setting the preview to use the dedicated Graphics card manually in windows settings.

TheblueJo: In the second screenshot, I can see that the game is running on your integrated graphics card. Please make sure that you have set the game to run on your dedicated graphics card:
If the Minecraft Preview app doesn't show up in the list, you will need to add it to the list yourself. Click the drop-down menu under "Custom options for apps", choose "Microsoft Store app", and then click on "Browse".
