The shield cannot be repaired.

Only shields are still affected.
Edit: We have decided to track shields in a new ticket: MCPE-158940
Fixed for all tools except shields in 1.19.10. Shields will be tracked in a new ticket: MCPE-158940
Can confirm, this has confused me a lot before. This might be related to MCPE-158940.
This might be because the id for nether planks is different from the regular planks id. I haven't tested the mangrove planks part but i think that maybe mangrove planks might have a different id.
