The Bug
Three spawn eggs have newer, updated textures; Pandas, Cats, and Wandering Traders. However, this texture is not used for any of the other Spawn Eggs, even ones added after the previous three.
All of the Spawn Eggs should be using the newest texture. It seems to simply be an oversight that the rest don't.

Steps to reproduce:
1. Load up Bedrock in any version that has Cats, Pandas, and Wandering Traders
2. Go to the Spawn Egg section of the creative menu
3. Observe how only 3 Spawn Eggs use the newer texture, while the rest continue having the old. The same texture the Java edition uses.

What is the difference between "new", from the "old" texture?
Mainly it's just shaded better and uses better colors. Java doesn't have any spawn eggs with the newer textures so it's perfect for comparing
Even though this was marked as confirmed, i think this is Intended. Camel, Ender Dragon, Iron Golem and Snow Golem spawn eggs have been added and they don't have the updated texture.
Well, mobs added in the Nether update and Wild update didn't use the newer texture either. If the issue is simply that they scrapped the newer texture, then I think it's still a bug that 3 spawn eggs use it instead of none of them.
Otherwise, it could simply be an oversight and the fact that this newer texture exists at all has just flown under the radar when adding new spawn eggs
