Sniffers only sniff on grass blocks, not on podzol, mud, and muddy mangrove roots
Sniffers seem to prioritize grass blocks over podzol, mud, and muddy mangrove roots, even if the grass is outside of a fenced or wall in area and there is no may to pathfind to it.
To recreate
- Put a fence or wall around a 15x15 block area of podzol, mud and muddy mangrove roots, with grass blocks outside of the fence.
- Place one or more sniffers in the area. Wait a few minutes.
- Replace 4 blocks in the middle of the pen with grass blocks.
Expected result: Sniffers should prioritize eligible blocks they can pathfind to when searching.
Observed result: When the sniffers search for seeds, most of the time they will sniff to the fence, then stop searching. After you place grass blocks in the middle the sniffers will dig in these 4 blocks before any other block in the pen.

Upon spawning sniffers, it takes them a long time to see them actively scenting and finding the seeds. In Java Edition they dig up their first seed within a minute after spawning.
Step to Reproduce
1. Spawn some sniffers (on a large patch of grass due to MCPE-178301).
2. Let them find the seed.
Observed Result
They sniff and scent, but they aren't actively looking for the seeds for 7-8 minutes.
Expected Result
They should be actively looking for the seeds soon after spawning.
How old is the Realm world that the issue reproduces on?

Biome should not have any link to how frequent the sniffer digs, it is totally random how often they do that though. Also due to MCPE-178301 sniffer only digs in grass blocks.

Does MCPE-178301 describe your issue?
Well, actually no, what this issue referes is that sniffers never search for seeds, and always, as you can see on the reported video of MCPE-178301, 52 seconds of video and sniffers didn't even search for seeds.
What I mean is that nowdays the player cannot obtain torchflower seeds or pitcher pod seeds due to the sniffer never making the sniffing on ground animation.

It's similar to MCPE-178301, but there's a different: smelling and digging. Sniffers will dig after smelling.
This issue is about "Sniffer smells but it doesn't dig blocks".
The issue with sniffers getting stuck trying to get to blocks on the other side of a fence was fixed in Java:
MC-260317.In the world where I first experienced this, my pen was set on block below the grass block level, with a log underneath the fence, so they aren't getting stuck on the fence, or trying to dig the block underneath the fence itself.
Confirmed, they will not sniff on anything but grass.

MC-260317, I did not mean stuck inside the fence, I mean that they keep trying to pathfind through the fence to blocks they cannot reach. That was fixed on Java.
