Steps to Reproduce
- Make a superflat world in Creative.
- In Creative Mode Create the Wither Boss.
- Spawn some mobs further away from him.
- Wait for the wither to fly to target mobs.
- The Wither Boss attacks normally, but then sometimes starts to fly around frantically for a while before attacking again.

This issue is back in 1.1.0.8, however the Wither will fly in circles, and/or stop attacking for about 30+ seconds before attacking again.
The Wither's spawn sounds are also broken the moment the player spawns in the Wither.

Bug confirmed on MCPE version 1.0.0
The wither gets confused for a short time and then starts attacking and then gets confused.

The behaviour of the Wither is definitely broken in 1.1.0.55.
-When spawned, the sounds are broken for a few seconds.
-It attacks normally, but then starts to fly around franticly for a while before attacking again.
