Scaffolding cannot be placed on top slabs, upside down stairs, or glass blocks.

Scaffoldings are unable to be placed a single block above various non-solid blocks, such as lava, carpets, leaves, etc. They are able to be placed above water however.
(The red glass in the image shows where the scaffolding cannot be placed.)
This issue is about attaching scaffolding to the side of another scaffolding block where it would happen to be directly above lava, carpet, leaves, etc. This is different from placing it directly on one of those blocks as described in MCPE-40407.
The fix for MCPE-40407 has fixed this for cauldrons, top slabs, glass blocks, and a few others. As of 1.9.0 it is not fixed for lava, carpet, leaves, or bottom slabs.
Forward resolving as duplicate of MCPE-40407.
The "when they fall" part of this issue is being tracked as MCPE-20109. The "cannot be placed" part is tracked in MCPE-40407.
After the fix for MCPE-40407, scaffolding can now be placed on all the non-solid blocks that are supposed to support it. However, if the scaffolding falls on most of those blocks, it breaks.
The blocks that break falling scaffolding (but shouldn't) are:
- Top Slab
- Upside-down Stairs
- Hopper
- Grass Path
- Stained Glass Block
- Cauldron
- Composter
Steps to reproduce:
- Place 3 Stone blocks in a row vertically.
- Place any of the above blocks in front of the bottom Stone block.
- Place a Scaffolding block on the side of the topmost Stone block, above the chosen block.
Alternatively, you can use the attached world to reproduce the issue.
Observed results:
The scaffolding falls, breaking when it hits the chosen block.
Expected results:
The scaffolding becomes a block and can be used as the base for a tower of scaffolding.
Impact:
Many Bedrock players make their interior floors out of top slabs to take advantage of Bedrock's unique ability to light a room with underfloor lighting. But such a floor confers the disadvantage that it becomes more difficult to use scaffolding to build the rest of the room. Once you've built a vertical support tower and extended it sideways to the limit of its capacity, you're supposed to be able to drop scaffolding blocks off the end to build another support tower and extend farther. But this forces you to climb down, go to where you want the new tower, and build it up from the ground instead.
Redirected from MCPE-20109 to MCPE-108347 as parent for duplication, because 20109 did not include scaffolding and scaffolding has a very different set of blocks that support it, so the fix for 20109 probably would not fix scaffolding. 108347 was written specifically for scaffolding.
Changed the link to MCPE-40407 from "duplicates" to "relates to" because 40407 is not about falling blocks.

I can't place scaffolding on half slabs (with top-block placement) either.
(-)Minecraft Bedrock and Java have different physics please do not assume they work the same!
Java is totally different and Bedrock edition doesn't require Java to be installed!

It is true that java edition has a lot of differences with bedrock. However, the developers are pursuing feature parity between both versions. But not all differences are bugs and similarly not all current differences are intended ergo they are considered bugs.
This particular issue is not intended because i the bug prevents scaffolding from being placed despite having a valid surface.
I've also seen some of your comments in other tickets which are very similar and what I mentioned above applies for those as well.
Just to confirm, it is by design that scaffolding cannot be placed on Shulker boxes and trapdoors in Minecraft (Bedrock Codebase), because they can change position. The other instances mentioned above are fixed in the 1.9.0.3 Beta, but we will can leave this ticket open as a point of reference until 1.9 is fully released.

MCPE-38576.Confirmed that scaffolding still breaks when it falls on a top slab or upside down stair, though not a double slab.
Also still breaks when it falls on a glass block or hopper.
I reopened this ticket because of falling scaffolding breaking on non-full height blocks, but that was not part of the original bug and is being tracked separately at
MCPE-20109
