Steps to reproduce
- Place 2 solid blocks, one diagonally up from the other.
- Place a boat on the lower block while pointing the crosshair within about 1/4 block width of the edge nearest the upper block.
Expected result
The boat rests on the lower block.

Reproduced in 1.14.60 based on video provided in MCPE-82783. The boat can in some cases glitch into the block it is placed next to. It is easiest to do heading west, a little harder north and south, and seems to be not possible heading east. In most cases (depending on direction and exactly where you point the cursor) there needs to be air under the block for the boat to glitch into it. Otherwise, and always going eastward, you get MCPE-58008.
When I try to place a boat next to a wall in 1.14.60, it falls through the ground rather than passing through the wall, just like MCPE-58008. Can you try this again and confirm the behavior in the latest beta version?
This is probably the same issue as MCPE-58008. The reason it happens "about 1 out of 3 times" is that it depends on how close you place the boat next to the sidewall block.
I can reproduce this in 1.14.60. It is easiest going west, a little harder north and south, and not reproducible going east. In most cases (depending on direction and exactly where you point the cursor) there needs to be air under the wall/fence for the boat to glitch into it. Otherwise, and always going eastward, you get MCPE-58008.
Update: This bug is now being tracked at MCPE-47737.
I’m pretty sure #4 in my preceding comment is the primary cause of this bug. In other words, this is basically a consequence of MCPE-58008 / MCPE-47737.
Here is a slow-motion video. Note that in this video, I am getting the boat to clip through the rising blocks by deliberately moving it less than full speed. At full speed the boat is usually on top of the rising ice before it rises, so it does not fall through. Sometimes it will clip through the sidewalls depending on its exact position and momentum.
This bug is much easier to reproduce in 1.16 because it now occurs in the situations where MCPE-58008 used to occur.
UPDATE: MCPE-58008 could could not be reproduced in 1.16.0 through 1.16.40 or 1.16.100, but it regressed and is now tracked at MCPE-111785,

This behavior existed before 1.16 and was reported at MCPE-58008, but we were not able to reproduce it in 1.16.1 so that report was resolved. The behavior seems to have reverted in 1.16.100 or 1.16.200.
This also affects boats placed in water next to the side of a full block. In this case, the boat floats to the height of the water but it is still underneath the block to the side of the space above the water. It falls down if you nudge it off of the water further into the full blocks.

In certain situations the boat will glitch horizontally through the upper block rather than falling through the lower one. See MCPE-47737.
I can no longer reproduce this in 1.16.1, so I think it is fixed. However, in situations where I used to get this bug I am getting MCPE-47737 instead.
I'm not being able to reproduce this in the current version either.
