WAI. Effect level 0 is I, 1 is II, 2 is III, etc.
This sounds more like a feature request, that the numbers would be changed to 1 = I, 2 = II, etc.
You have to realize that on a computer, "0" is not nothing, it is still a data value. All of the commands where you can use numbered data start at 0. For example, "coal 0" is regular coal and "coal 1" is charcoal, or "stone 0" is natural stone, and "stone 1-6" are granite, diorite, and andesite, and their polished variants.
