Caves Don't Generate In Custom Biomes With Custom Blocks
When creating custom biomes that use custom blocks as the terrain, caves will not generate through them, meaning to get caves to generate, we have to use stone and dirt and then run multiple iterations of a ore placement that replaces the dirt and stone with the desired blocks. Which causes a lot of lag when generating the biome because of how many iterations are needed to replace all the blocks.
It'd be nice to have a way to force the cave generation, if not in the 1.16 releases, at least with 1.17.
Note that this also affects vanilla blocks, such as magma.

- While the new caves generate through custom blocks. The foundation material in custom biomes only reaches to layer 51. Not sure if we'll be able to make custom cave biomes to fix this or if this is a bug.

Caves don't generate through terrain with custom blocks
Currently when creating a custom biome and using custom blocks for any of the material layers. Caves will not generate through them.
The only way to get caves to generate is to generate a biome with stone and dirt, then have an ore feature that replaces large amounts of stone and dirt with the desired block run on the pre-underground phase of generation.
It works, but sometimes there's a few blocks that don't get replaced. Not to mention the more iterations you run (to make it more accurate) the more laggy it is to generate that biome.

In the current Beta, caves don't generate properly above layer 0.
Steps to Reproduce:
- Create a new world with experimental features enabled
- Run the following command as you move around the world:
/fill ~-1 -63 ~-1 ~1 ~ ~1 air
- Caves will only generate properly below layer 0 and less commonly above layer 0.
- The caves will also not generate through any custom blocks
Expected Results:
- The cave carver feature works including for custom blocks as per MCPE-78350

Seems to affect the latest beta, in my case never even generating caves at all, and I only ever saw a water lake underground once, as essentially the only generated thing underground, other than ores, stone variations, gravel and dirt. I also never turn on custom biome generation.
@Gruntastic Could you please attach the add-ons you're using to this ticket?
I've added an example pack, the biome uses a darkened stone with some magma lines through it, caves don't generate through the custom block or the magma in 1.17 world gen or the current world gen.
The new caves do generate through custom blocks, however now the foundation material only goes down about 10 - 20 blocks. I'm not sure if this is intended or not
