A boat falling shows water trails/splashes when not in water.
Place a boat from a high place, push it off the edge, and get in it, and after a few seconds you will see water splashes.
If you don't see any water particles, then look up or behind you.

Cannot reproduce in 13w09c, see screenshots.

Can still not reproduce with 1.5 server & client.
It might be fixed then.
Tried on 1.4.7 vanilla server, 3 players, boats gave water particles when falling.
Tried on 1.5 server, nothing.
This issue no longer is present, it can be closed.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
This is still a issue in 1.6.2 at me.
