Most waterlogged blocks don't freeze
Most blocks with a waterlogged tag (such as slabs & fences) don't freeze, frost walker doesn't affect them either.
This doesn't affect kelp & seagrass.

IMO WAI. Water below other blocks don't freeze, so water in same spot as the block also should not freeze.
MC-126923describes that freezing ice overwrites the existing block.I suppose that makes this report more about frost walker specifically.
