1.13 Release is called a snapshot when backing up world
When you try to backup a world, or it tells you that you are on a different version it calls 1.13 a snapshot.

This is the normal behavior; when updating between release versions (which are supposed to be stable) it doesn't prompt on the menu like that. It worked like that in 1.12.2 as well. It only displayed in 1.13 due to MC-133942, where 1.13 accidentally thought it was a snapshot.
You should still receive a prompt to automatically backup when starting the world.

It is both a release, and a snapshot
When opening a new 1.13 world in an NBT editor, it says
version:1.13
snapshot:0

Major changes introduced to the game necessitated this prompt. More precisely I'll call this "Major conversion required to use this world"
Please reopen it, Still not fixed in 1.13.1
Looks fixed to me; I'm not sure where you're seeing this.
