Horses graze on non-grass blocks, also underwater
Horses will play the grazing animation when over a non-grass surface. This can lead to horses oddly eating iron blocks.
What I expected to happen was...:
Horses would not graze on iron blocks.
What actually happened was...:
Horses graze on iron blocks.

Horses don't swim if they're grazing. So fixing MC-13788 will fix this automagically.

But the horse staying at the bottom sounds like it may be related to bug MC-13788. which even though is fixed, I can still see other factors making this happen.

Confirmed, I had one graze on soul/slow sand, eew.
It's also been reported that they graze underwater.

BTW, don't you think the horses should generally graze less commonly? It makes leading horse(s) very difficult. The horse stops to graze and the lead breaks.
the lead should never break unless the player gets too far from the horse there really needs to be some conditionals in the grazing sequence to check for these simple things
