Minecarts defy gravity
Minecarts do not roll down hill unless given momentum by powered rail or player. Place a mine cart on sloped track and the cart stays in place unless pushed. A cart traveling uphill without sufficient power will come to a stop and not roll back down.

I can verify this issue still present in 19w11 snapshot.
I can partially varify this issue, but only in regards to launching a minecart from a sloped track. The rail will get power, but the cart will stay stalled on the track.
My issue was marked as duplicating this one, yet mine came first, therefore, this one is duplicating mine.
MC-145545is mine. This issue, as well as mine, should be duplicating the first of these issues:MC-144696Affects 19w11b, 19w12a, 19w12b and 19w13a
Its still happening to me in 19 13b .
In what version are you playing because it fixed for me in 19w13b.
