In 20w11a, using bone meal on kelp would cause it to grow several stages at once, possibly up to 25. Starting from 20w13a, bone meal will only grow kelp a single stage, greatly reducing the efficiency of bone meal based kelp farms.

Kelp is designed to only grow a single stage when bonemealed.
