The bug
Piglins are afraid of extinguished soul campfires, even though there isn't any soul fire for the piglins to be afraid of.
To reproduce
- Place a soul campfire.
- Right-click on the soul campfire with a shovel to extinguish it.
- Spawn a piglin with a spawn egg.
- Observe that the piglin runs away and sounds afraid, even though there isn't any soul fire nearby.

According to MC-178573, this was fixed in 1.16 Pre-release 5, are you sure that you are using 1.16.1?
It seems that the extinguished soul campfires still keeps the #piglin_repellents block tag.
Can confirm on 1.16 pre2
Block tags are always on the block they have been added to. You can only change the block tag for all soul campfires. Extinguished soul campfires are the same block like normal, just with a different state. To fix that they could make extinguished soul campfires a different block type that doesn't have this tag.

In Xisuma's video, the piglins are fleeing from the zombified piglin, not from the extinguished campfire.
