I can confirm this issue occuring in 1.20.6 24w20a, though it's important to note this issue is significantly less prominent since the original date/version of reporting.
Since 22w15a specifically, it seems as though the issue has become much less noticable as the stuttering is very minimal and occasional now compared to it's very jarring and jerky nature before.
