I did not expect a dripstone block to appear on the surface with no cave directly in contact with it

Dripstone blocks appear just above where grass blocks would be

I also experienced the same bug in snapshot 21w37a. The world seed for the screenshot is 117463394104358040, and the coordinates are x: -1103, z: 3590. It looks like the pillar of dripstone on the surface lines up with the center of a giant column of dripstone underground.
When I tried to reproduce this issue upon creating the world, there was an error logged:
Detected setBlock in a far chunk [23, -17], pos: a{x=368, y=81, z=-257}, status: minecraft:features, currently generating: ResourceKey[minecraft:worldgen/configured_feature / minecraft:large_dripstone]duplicate of
