- Breed the 2 mobs
- Observe loot, you will find xp

and MC-28400 was confirmed to be true despite it not affecting mobs UPON DEATH as you say
Confirmed in 1.8.3. Definitely a bug, MC-28400 being fixed shows that doMobLoot is supposed to affect all items gotten from mobs, not just ones dropped on death.
The doMobLoot gamerule does not prevent players from milking cows and Mooshrooms

Can we get an explanation for this resolution? Why does XP from breeding animals count as "loot" (MC-28400) but not wool from shearing them?

It isn't really loot. The gamerule applies to killed mobs.

also this game rule was made either for adventure map as well as to prevent having a bunch of xp/items all over your world

I have this on some multiplayer servers with any mob spawned from eggs, even though gamerule doMobLoot is false. Any fixes for this? It ruins my redstone, as XP orbs trigger tripwires
