How does this "work as intended"? It should give off the black and white particles that it does in earlier versions.
This ticket has been marked as a duplicate of MC-48102, in favor of the more general or better information provided.
This still affects 1.7.4/5. However, in 1.8 snapshots, they have lava breaking particles and "missing" texture in inventory (see: MC-48102). We can say that this is "fixed" in 08a.

It is because, it is not a block in the creative menu, meaning that unless you are a map creator you shouldn't probably be using it, or need to use it. It is the same with the nether portal blocks.
@Joshua Merrett: Thought that too, but may be a bug.
Kumasasa, I found another bug with this block, I will report it now.
Even better when ya break End Portal, the portal parts itself, u get the water & lava particles lol
