Water disturbs mobs' pathfinding
Water pathfinding problems:
- Mobs try to reach its targets in impossible ways in certain conditions when water is involved, even if there is a possible route to get to the player.*
Example situation:
A player stands on a platform which is surrounded by water. The platform is one block above the water and it has a staircase down to the water, so you can get up. A zombie spawns on an island near the platform and sees the player. The zombie swims directly towards the player and ignores the stairs. The zombie won't be able to reach the player.
Note for example: This happens sometimes, depending on how near you are to the staircase.
You can see this in "3" of attachments.
*To reproduce:
- Build a platform one block above surrounding water. Build something that can take you up to the platform.
- Spawn a mob in the water.
- Attract the mob while standing on the platform. You'll see that the mob ignores the path that takes you up to the platform. The mob tries to get up to the platform but never succeed.
The attachments show another way of reproducing. Additionally, when replacing the water with lava in the example "1" of the attachments, the mob's behavior changes.
FIXED:
- A mob rather approaches its target by swimming, than to take the faster route.
- Mobs that you attract refuses to swim to reach you when you're standing on a platform surrounded by water. The mob never reaches you then(See "2" in attachments). An exception is when there is just a one block gap with water between the platform you stand on and the mob.

Maybe this was set to "fixed" because I included more than one problem in the same issue? Should I instead create new issues for the other problems that is included here that wasn't fixed?

Well, I just found out this wasn't fixed fully. Sorry, more job for you ProfMobius!
If you're completely surrounded by water on a platform in the middle of the ocean, mobs won't be able to find the path that takes you up. It seems like mobs can't find the path by swimming, only by walking on blocks.

Possibly related, but definitely not a duplicate: This is about the mobs not realizing that they get transported away from their destination (by water), while MC-89006 is about water preventing the mobs from pathfinding to their destination in the first place.
I have a fort that is on a big slab at the top of a large fairly steep hill. The slab is bigger than the top of the hill. If you climb the side of the hill (nice easy slope, no problems doing that) you reach a door that's near the middle of the slab to gain entry. I can stand at the edge of the slab and look down (30-ish blocks) to surrounding territory. See attached cropped screenshot.
In 1.8.9, hostile mobs (zombies in particular) would spawn in the surrounding territory (like the flat spot on the left side of the screenshot) and, if I caught their attention and they were close enough, they would pathfind up the hill to the door (and sometimes start beating on it). This would occur regardless of where on the slab I moved to - they could figure out they needed to go through the door to get to me while I was up there.
Now in 1.9 they pathfind quite reliably to the spot on the terrain at their level that is directly under wherever I am standing, and stand motionless there looking up at me. If I take a few steps to the side, they shift just enough to get directly below me again. They are no longer smart enough to pathfind up the hill to the door.
While I realize zombies are inherently stupid, and it might be a bit much to expect them to be smart enough to know that to get to that tasty bit of meat up there they have to walk around and up the hill to a door they can't see from where they are, it was sure a lot more fun when they behaved that way.
I also see that Endermen now notice when I'm looking at them from above (they didn't in 1.8.9), but they display the same poor pathfinding behavior: they move or teleport to directly under me and stand there glaring up at me angrily and vibrating.
Was this change intentional? It would be nice if the more-complex (and more-effective) pathfinding behavior could be restored.

The issue should be fixed now.
The pathfinding was giving up too easly when expensive terrain was present (like water).
Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w43a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
