The button does a "hype" animation where it shakes, this is intentional.
I doubt this behavior is WAI and I am requesting a review of this ticket.
This is still an issue in 2.3.508 (New Windows App), same with the button in
MCL-22622.Reopened for review. This has been partially fixed recently, but it seems there may be an ongoing issue when some areas of the button are highlighted / hovered over.

Can anybody pinpoint where the issue occurs (best upload a video)?
From what I can see "New Skins" prompt is no longer available, and I cannot trigger this behavior on either "Start a new Minecraft story" or "See what's new in Preview".

Hi, I can still reproduce this behavior in 2.3.647 (New Windows App) as evidenced in my recent video from 3 days ago.
This issue now extends to the new prompt in the Minecraft Legends tab in the latest BETA version b.2.4.4.
This issue seems to be fixed in the "Spring into the marketplace spring sale!" button and the "Watch: Explore a storied land" button in the minecraft for windows and minecraft legends tab
This issue still occurs in BETA 2.4.39 with "One village, piles of piglins!" in the Minecraft Legends tab and "See what's new in Preview!" in the Minecraft for Windows tab. The behavior seems to be fixed for "Theres more to explore in Bikini Bottom!" in the Minecraft for Windows tab.
I cannot reproduce this in the Preview page as it has been removed and merged with the Minecraft for Windows tab, however I can still reproduce this in the new "Latest preview" instance and the Legends tab with the "Can you break the Unbreakable?" resp. "Unleash camelid chaos!" button.

I cannot preroduce this on the newest build.
Hi again, I was unable to reproduce in the previously mentioned areas in both 2.6.10 and 2.6.16. Presumably fixed between 2.5.9 and now.
