if you are using kaspersky internet security and you also have this problem i have a solution. it worked for me
#1 go to settings
#2 go to extra
#3 go to network#4 if you see the option ''scan encrypted connection'' and if its checked leave that as it is and MAKE SURE that you only have ''Scanning encrypted connections if parental control is enabled'' enabled and NOT ''Always scan SSL connections''
my problem was that i had ''Always scan SSL connections'' enabled so it didnt allow java to connect

When I logged into the JIRA account it said my time zone is wrong, click to change it and I did and it said it set it to los angeles GMT -8:00, which is my timezone. I have heard that this is what usually causes this error, but it says in windows that I am on pacific time (GMT -8:00) and in my launcher it says I have the correct time. It is not Norton 360 doing it, I allowed all things Java through the firewall and it just started happening and I haven't even opened Norton in a week. Please help!
Other things I have tried:
-Deleting all jars on my computer
-Deleting all versions of minecraft, tekkit, hexxit, etc
-Deleted and reinstalled Java
-Waited 3 days
-restarted my computer
-tried to manually put a .lzma thing into my .minecraft folder, then it just says it can't download the other files INCLUDING the .lzma.
I have looked everywhere but no other thread has given me the answer. The bugs.mojang.com/browse/MCL-68 link doesn't give me any answers and by the way: THE BUG WAS NOT FIXED IN 1.6 AS I STILL GET IT AS DO SOME OTHERS RIGHT NOW!!!!!!!!
Try to disable your virus program and your firewall and it should work. It must stay disabled everytime you want to launch the game. I guess that Mojang will make changes to make it safer for Windows 8 users.

If someone figures out what to do to 'make it work magically' – sure maybe. If not I doubt we'll be able to do much about it.

You need to give more information, if you are not running on linux you have a broken java install. If you are running on linux you should add "-Djavax.net.debug=ssl,keymanager" to the arguments when you start the launcher and install the missing packages that provide the ssl core keycerts.
I have windows 7 Home Premium and java 7u21.
I tried the Java 6 but the same problem.
I modified the internet and java settings but still the same problem.
Java is OK. I have reinstall it 4 - 5 times.
Minecraft 1.5.1 works well in Java I have.

You might need to specify the full path to your java for it to do.
It should give some more output.

I'm also having many issues with the proxy - I get the launcher to synch but it is unable to display the available version (worked for a bit). The normal launcher doesn't seem to have any problem using the proxy. I had to ask my IT guy to check into it and he had to unlock quite a few port and ip, but those will most likely change all the time...
I had another round of issues with a official multi server (hosted on the amazon site) to be unlocked... I guess the handshake is initiated at some point from the server to the client? I was wondering if there was a good application to force the proxy/ a tunnel application that could bypass those issues and that you would recommend.
Or perhaps adding a command line that would connect to a server directly...
*When looking at other similar jira I stumble on this: Therefor the only logical conclusion is that your proxy fails providing SOCKS5 to https endpoints., i'ill check if our proxy support this in the course of next week...
We're not doing anything special. You can define usage of a SOCKS5 proxy to the launcher with
.
Doing so will route everything except the multiplayer connections over the SOCKS5 proxy.
Also this only fully works for 1.6 snapshots or later.
Is ticket still an issue? Please let us know.

I am running windows 8, java 7u25 64 bit
I have re installed, updated, uninstalled and installed java so i cannot see the problem there.
Also the previous launcher did work perfectly and the firewall that i use allows minecraft through(and the new one too).
All the stuff about proxy server stuff i do not understand and would not like to mess around with until i am absolutely certain that it will work.
If you know the solution, have just fixed this problem or can suggest something else to help then please help. Minecraft is one of my favorite games and I can't wait to ride horses
This is still affecting me with the current version of the launcher. (I'm not sure how to find out the version since the main URL https://s3.amazonaws.com/Minecraft.Download/launcher/Minecraft.exe doesn't contain any version number.)
On my network i'm reasonably confident it's because we block outbound network access by default (as all responsible network admins do), and only have an HTTP proxy. (Other tickets seem to indicate that Minecraft only supports SOCKS5?) Am i understanding the situation correctly? This is really not a good situation as HTTP proxies are the main type in common use.

Go to the antivirus and click options, then Advanced settings (something like that) I dont know what actually writes because my computer is not in English version! Then go to HTTP, HTTPS and choose Don't check HTTPS protocol and click apply !

I kind of have the same problem and have a temp solution but it's just my comp. BUT You might not have launcher.pack.lzma in your .minecraft folder. So heres how to find it on 2 different computers:
Windows: Go to "Start' or "Run" and type in %appdata%, and it will take you to "Roaming". Once there, open .minecraft.
Mac (My System!): ~/Library/Application Support/minecraft/
Once in that folder, Try and find launcher.pack.lzma. If it's not there, Then that's the prob. Just go to the link it's trying to download to which is, https://s3.amazonaws.com/Minecraft.Download/launcher/launcher.pack.lzma and download it. Restart MinecraftLauncher or minecraft.exe, and you should be playing minecraft!
