MCPE-127196Magma Blocks doesn't pull you down/generate with bubble column anymore in underwater ravines/caves
Summary
When you're exploring underwater ravines or caves, you can find magma blocks generating at the bottom, however they don't pull you down anymore, because they don't produce any bubble column.
Step to Reproduce
1. Create a new world without an experiments toggle on
2. Find an underwater ravine/cave in the ocean
---> 
No bubbles generating at the magma blocks, and it doesn't pull you down anymore.

Basically this exact issue has been fixed for under water caves/ravines, MCPE-127196, but it's not applied to ocean ruins
This currently still affects under water ruins in 1.17.0.58, non experimental. Its mentioned in
MCPE-33840that this is WAI, but it seems really weird. Also since this fix works for caves/ravines, why not also add it to ruins?Should be re-opened, Affects 1.18.0 in aquifers.
Still affect ocean ruins as far as i know. Possibly affects ruined portals as well.
