Bubble columns are not always consistent
Reproduce:
- In the water deep enough, place a soul sand/magma block
- Place a block at the soul sand/magma block (it could be anything), then break that block
Expected result: Bubble column always appeared as long there is a soul sand/magma block
Observed result: Sometimes, the bubble column is not appeared

As mentioned in MCPE-33840, bubble columns can take some time to update and start producing bubbles.

This currently still affects under water ruins in 1.17.0.58, non experimental. Its mentioned in MCPE-33840 that this is WAI, but it seems really weird. Also since this fix works for caves/ravines, why not also add it to ruins?

This issue has been recognized as "Works As Intended" and therefore will not be fixed.

I put a magma block underwater in the Xbox One version of Bedrock and didn't set any bubble columns. I can't find any turtles, either. Was wondering if they were locked behind the Experimental slider even though the changelog said that last update was supposed to be adding them

However, this issue has been closed as Working as Intended.
The bubble columns will appear again after the magma / soul sand blocks are randomly ticked; this may take some time to happen.
