Targeted barriers are not visibly highlighted when Outline Selection is off
The barrier is still definitely functionally targeted with it off, but there is no visual indication of it. It would be expected that the barrier block would light up in this case like any other solid block (this is what structure voids do - see the image examples in MCPE-128601 for a showcase of how it would look).
A perhaps better course of action would be to additionally make it only be targetable if the barrier item is held.
