Breeding horses gives empty health hearts that can’t be filled
Horse health starts having empty hearts after a few times of breeding. For example, if I breed some horses that both have 14 health, the baby comes out with 13 hearts but only 9 are filled. The other 4 hearts stay empty as if it needs healing, but you can’t heal it, and the horse is affected as if it only has 9 hearts. (The picture I attached is just showing the empty hearts)

The screenshot you've attached refers to MCPE-165899 meanwhile the bug you're reporting here may be referring to MCPE-180389
Whilst the reporter of MCPE-180389 affirmed that damaging the horse didn't appear to influence what they were experiencing, it could still be possible that the conditions for the horses' heart count to change is solely dependent on the specific circumstances of when they're mounted or whether a certain desync occurs. Does closing and restarting the game reset the amount of hearts displayed?
Any additional information, including a video showing what you experienced would be greatly appreciated, as there appear to be several bugs with horses' hearts resetting.

Hey, do you use any packs/add-ons in your world?
I do use a texture pack but I took it off and it was still happening. Otherwise no other add-ons.
From
MCPE-168222:I’m on Minecraft bedrock vanilla with no mods at all and this has been an issue for at least a year now. Horse breeding offspring have incorrectly displayed Heath.
I have also encountered this issue multiple times. It occoured most frequently when breeding horses with 15 hearts each. I play pure vanilla survival.
The issue still persists.
This is still an issue. When breeding horses of similar stats in attempt to get better stats (first noticed after about 30 breeding attempts), more often than not the horse displays a lower amount of hearts when first mounting (first picture). Then if hit with empty hand and mounted it shows a higher amount of hearts but they are “shadowed out”(second picture). If you try to feed to heal you only mount and/or maybe restore half a heart (third picture). Follow steps to recreate.
The issue with horse health still persists, while attempting to breed better horses (testing their stats making a note) I noticed the health stat I had noted was incorrect assumed it was my mistake until accidently punching a horse with 15 hearts had the result of perminatley reducing it's health to 11.
Version 1.20.81 with no resource or behaviour packs
I'm having the opposite problem. When I breed a horse, it will have extra hearts that aren't shown. So a horse could have what seems like 22/26 hearts, but only show 16. Then when the health gets below 16 hearts, the hearts act as normal. But you can continue healing the horse above 16 hearts.
