Attempting to interact with blocks in newly loaded chunks removes the block for a few seconds

Summary:
Sometimes when loading the world slowly, blocks can be temporarily removed by interacting with them (blocks are restored after a while). This also affects survival.
Steps to reproduce:
- Create a new world (experiments are not required).
- Fly in one direction without stopping periodically trying to interact with the blocks.
- If the blocks do not disappear, set the render distance to a larger value.
Observed results:
Blocks sometimes disappear when interacting with them and are restored after continuing to load the world.
Expected results:
Blocks should not disappear when interacting with them.

When loading any chunk in the latest preview, they get visually and physically regenerated until they reload some seconds or minutes later. Once they properly load you will retain your position and every other stat, so your movement in these chunks does carry over.
This is deadly in worlds carried over from 1.17 or below, since world generation is completely different, you could be flying through plains and suddenly be suffocating inside a mountain, since the actual world would have a mountain there and the plains were just ghost chunks that hadn't loaded properly.
In these ghost chunks you cannot use fireworks yet they dissapear from the inventory as if you did (Which is REALLY deadly in The End).
Placing and destroying a block wont yield any drops, but instead replace itself and a block above and below with air
That behaviour is similar to MCPE-167185, yet i couldn't find any mention of the ghost chunk issue, so im filing it separately.
I believe the issue is that the game loads chunks from the seed data to ease world loading, but ends up messing up since the actual world might not be how the blank seed would generate, resulting in ghost chunks the player can freely move when they wouldn't be able to in the actual world.

This issue occurs when a boat enters a chunk with issue MCPE-167185. I can confirm, although this is actually another manifestation of MCPE-167185. This can be reproduce in any world, anywhere (very easy in a cold biome on ice).

I can confirm. But I will add that this is only visually. After a few seconds, the blocks are returned.
I could not reproduce, is this still an issue?
It's still an issue yes
This problem affects not only the use of Brush. Any interaction attempt deletes the block. This can also happen after teleporting to an unloaded location.
I can't reproduce this in any way in version 1.19.70, but I can reproduce it very easily in 1.19.80.21. It seems to be related to chunk loading, sometimes it partially freezes the world as when loading is resumed blocks are returned.
I have updated the report.

Works in survival mode as well as creative. It's crucial that this is fixed, you can even fall through bedrock and die. (Would have been a longer video, the 10mb limit isn't exactly useful ;p)
