Bad omen allows you to start 2 raids
I manage to start a raid, after getting hero of the village, by flying to another village (an iron farm). You can see in the video there's no bad omen effect, however arriving at another village causes a raid to start.

Does MCPE-167246 describe your issue?
Are you sure you had not started a raid in that location previously? Once the raid bar appears, the raid has started, even if the first wave has not yet appeared. So nearly any action you take after the raid bar appears would have no effect.

This is a bug with raids in vanilla Minecraft. We are tracking it at MCPE-167246.
my test on Survival, Hard, Standard raid farm design (large water trap not small box trap version), shows after killing ONE Captain, turning off lower trident killer so no more captains are killed. then climbing up to the afk I triggered the raid as normal, after successfully completing the raid I received the hero of the village as expected.
without moving from the afk, a short time after another raid is then automatically triggered,
once this raid is successfully completed hero of the village is then refreshed,
no further raids are triggered,
so i would suggest that triggering the second raid is the real issue, as per ticket MCPE-167246.

Well my issue really is similar to the ticket MCPE-167246, but I just genuinely believe it's different because they reported that one bad omen starts "two" raids in "separate villages" meanwhile mine starts more than two raids, and it starts both if i stay in the same village (or in my case I planted a villager with a bed on top of my pillager outpost to turn it into a tower defense) or i move into another. Raids used to be so much fun and a great source for emeralds for me but now I'm just avoiding doing raids and running away as soon as i see patrols, just to avoid all the trouble. I'm playing on a realm, if it helps.

I've removed the mention of "separate villages" from MCPE-167246 because it was not meant as a necessary condition, only as a possible manifestion. In 1.20.12 and later it seems that a second raid only starts if you stay in the village where the first raid finished, as Michael Cotterell describes.
Roxelana, could you describe in more detail how your raid farm is set up? How many villagers, and what is distance between them and from each to your AFK spot? And are you continuing to kill captains from the outpost while the raids run?

Duplicate of MCPE-167246. Unfortunately, there is no workaround, the only way to remove it is using the "ghost Bad Omen" to start a raid.
Possibly started in an earlier version based on
MCPE-162540.I have been told that this can happen by getting stacked bad omen effects while the player has a raid active. That is, you wait (afk) at a raid farm that kills many captains while each raid progresses. This is said to give a player multiple bad omen effects. Each time the player starts a raid they only use one bad omen.
However, I could not reproduce this method when testing myself by spawning captains with commands.
This issue only started for me after the most recent update (Bedrock 1.19.60). Prior to update, once raid was completed, only hero of the village effect showed, no raids started at other villages. Pillagers spawning on non spawnable blocks also began just after the update.
Confirmed using the steps given in the description. However, it is not necessary to finish the first raid before starting the second one, nor is it necessary to have hero of the village. You simply get 2 raids per bad omen. I have updated the summary to reflect this.
After starting the first raid the bad omen effect goes a way visually, and then you cannot prevent starting a second raid by drinking milk or using a command to clear status effects.
You can use Raid bad omen test.mcworld
to reproduce this. The world has 4 villages, and each has a repeat command block that can be turned on to kill all illagers. The villages are near these x, z coordinates:
0, 0
100, 0
0, 100
100, 100
The village at 0, 100 has an extra glass cage with a command block to spawn pillager captains.
Raids, in bedrock, do not generate captains, therefore cannot stack bad omen by defeating a raid in a farm.
Reply from [Mod] GoldenHelmet: raid farms typically have a trident killer running at a pillager outpost to continually get bad omen from the outpost captains that spawn, while forcing the raids to spawn on a separate platform. An active raid does not stop the outpost spawns from continuing.
This is still a problem in 1.19.70. After a short afk at my raid farm. Then Drinking milk (or even dying to try to remove bad omen), I keep starting raids when I go to my iron farm or anywhere near a villager. No bad omen symbol is present.

I would add that this issue is particularly consistent if you get the bad omen while you are already in a village, getting bad omen away from a village, i.e. in a illager outpost, and then enter a village after some time it will trigger only one regular raid, at least for me.
It is like there are three functions that run at the same time, one that adds the effect, another that triggers the raid and another one that remove the effects, all together having maybe a common variable that, since you get the bad omen in the village, is overwritten at the same time instead of with the right sequence.

The Bad Omen full screen pop up will trigger multiple times as both farms are going, how ever immediately after shutting the raid farms off I will drink a bucket of milk. This gets rid of my hero of the village effect and removes the icon in the top right corner, how ever there is no bad omen icon in the corner, and the effect still remains, I will wait 20 mins then go to a village trading hall and raids trigger.

the issue appears to be resolved, killing a single captain, no second raid occurred.

I have just ran the same tests as in the previous comment and confirm this bug seems to be resolved. I did it with Silents smaller box trap design and didn't get a second raid.
Bad omen effect does not show. On a realms at 1.20.1 upgrade.
I left raid farm, flew about blocks, drank milk, went to my villager area to trade some. Raid started, even though I had no bad omen on screen. Please make this a priority. It's such a mess to play this way.
As far as I can see Bad Omen no longer gives you two Bad Omens at once if you turn the raid farm off and make sure only one raid captain is killed, however if another raid captain is killed whilst a raid is active, you still get the invisible bad omen.
I can still get 2 raids to start from one bad omen if I stay in the same village and wait for the celebration to end after the first raid.
Had this bug start today after building Silent's most recent raid farm. Drank milk, confirmed no bad omen prior to coming into base with villagers in trading hall. Raid spawned when I approached trading hall. No visible bad omen effect was present before raid bar appeared. I can provide the world file if it will help.

1.20.30 - two raids can still be triggered from a single bad omen effect, the only way to remove the "invisible" bad omen is still to run the second raid (e.g. drinking milk will not remove it)
This bug is brutal – the second raid can be triggered even after dying and respawning elsewhere. I accidentally died at my raid farm while I still had the invisible bad omen effect, spawned at a bed in an entirely different village (my villager trading hall), and an additional raid started there.

I believe I have a good explanation for why this occurs:
Pre 1.21.0
The cause of this bug comes from obtaining Bad Omen during a Raid. As in, you are in a village where a Raid is currently ongoing, and during that raid, you kill a Pillager Captain receiving the Bad Omen effect. Yes, the potion effect visibly disappears because you have entered a village where a Raid is ALREADY happening, but its raid-starting mechanic remains present. The reason milk cannot remove it, is because the potion effect is already gone- but its raid-starting mechanic is not.
The best way of thinking about it is by obtaining bad omen during a raid, instead of disappearing completely, you’ve instead been given some kind of “shadow” bad omen.
This means that if you then decided to enter another village (or complete the first Raid), this shadow-omen will kick in and start a new Raid back-to-back. The only way I knew how to cancel the effect is to just let the second Raid start, and either defeat the second raid or allow it to expire.
Post 1.21.0
With the introduction of Ominous Bottles and Raid Omen in 1.21, you’d think this bug would’ve been fixed on its own. It sort of has, but it also has been carried forward. To reproduce this bug past 1.21.0, you will need to first start a Raid. Then during that Raid, you need to drink another Ominous Bottle. When completing the Raid, nothing happens. So far, so good.
But now try drinking another Ominous Bottle to start a new Raid. Instead of the Raid starting after Raid Omen expires, the Raid starts exactly when you receive Raid Omen. What’s causing this? Now, it’s the effect of Raid Omen expiring during the Raid, while still within the vicinity of the village. And this effect will loop every time you start a new Raid. It’s an exploit used to skip the 30 second cooldown of Raid Omen in Raid Farms. Thankfully, you can drink a milk bucket to cancel the second Raid Omen before it expires on its own.
