Biome particles instantly disappear once the player travels too far
Steps to reproduce:
- Create a world with seed -1592638483
- Run /execute in nether run tp @s -439 77 200
Observed result:
The biome particles have an increased despawn rate the further the player travels, yet instantly disappear once the player travels too far.
Expected result:
The biome particles do not generate that far outside of the biome, but do not disappear when the player leaves completely, like in Java Edition.

Glass isn't necessary to reproduce this issue. Simply standing in any amount water under y=64 will display particles everywhere surrounding the player. It's possible to reproduce this above y=64, but less particles spawn that way.

Not a bug, there is a transition period, nothing to worry about.
@Luke Kachelmeyer It might not be a bug but it does create parity issues with Java, where the particles don't start until you're in the biome, so it belongs here.

If you go to the corner of a snow biome and change the weather to a thunderstorm, you will notice that the snowflake particles stay in the snow biome only, this should be the same with the nether biomes too.
