All mobs count a carpet (or any half block) as a full block, when they jump, they are trying to jump up a block, but fail as the mob is still generally in the block when it lands, thus creating excessive jumping.
Confirmed on Samsung Galaxy Note 3. Android 4.4.2.
Confirmed for 0.10.4 on iPhone 6 plus. Tested in creative with all mobs. Also found this issue to occur atop fences and walls.
Fixed in build 8:
-Mobs don't jump on Soul Sand anymore
This was fixed in build 8
