Summary:
In beta 1.16.100.50 it is not possible to catch any kind of fish in buckets, whether in creative or survival.

- Spawn or find fish in water
- Use a water bucket or empty bucket on the fish

MCPE-94520 appeared to be fixed, but we had a similar bug in 1.20.12.
I ran into this bug while playing multiplayer on bedrock edition.
However, since this bug did not occur in rivers, etc., the cause of the bug has not been elucidated.
This is not a duplicate of MCPE-135268. It explicitly references MCPE-94520, in which fish could not be collected, even with a water bucket. Please read better.
I also have come across this issue on windows 10 bedrock on the latest Beta.
Cannot reproduce in 1.16.20.I'm going to cross out this comment assuming that the 1.16.100 betas are more up to date than 1.16.20.
As of beta 1.16.100.51, you can collect fish using empty buckets but not water buckets.

Still having issues with not being able to catch fish with the empty bucket in pocket addition on Android v.9.0. Is there a fix coming soon?
Im on Windows 10 and it worked 1 time out of 20!!
Windows 10, 1.16.201, I am able to easily pick up fishes with an empty bucket, but not a water bucket
