When successfully changing gamemode for a player, the game does not display anything to the command sender.
Other operators will see the change, command sender will only see a message if the player was not found.

the environment is supposed to only contain pc details

Nope! Just tested it and it's not an issue in 1.13.1, @Asteraoth. The only time you don't receive feedback is if the user is already in the gamemode you're trying to change them to.
Confirmed that it is fixed.
