Arrows shot from bow bounce on horse when moving or not and damage if fire arrows
I expected to see that arrows i shot would go through the horse when i shot downwards.
What actually happened was that when was not moving and shot downwards with a regular arrow it bounces around on the top of the horse doing no damage. But when not moving and shot downwards with a fire arrow the fire constantly hurts and flipping around on top of it until it dies and then the arrow drops to the ground. When moving the regular arrow does not affect the horse but the fire arrow just damages the horse and then drops to the ground. This happens in both survival and creative.
Steps to Reproduce:
1. Get a fire bow or regular bow and then some arrows
2. fire it downwards
3. arrow then bounces around if not the horse is not moving and hurts horse if it is a fire arrow.

This appears to be fixed in 20w14a because the fishing hook entity now extends the projectile class and projectiles cannot hit a vehicle of the projectile owner, see also MC-13727.
Confirmed.
Just FYI, mobs that are projectile proof (such as Endermen and NBT edited invincible mobs), will cause arrows to bounce off their bodies. (Note on Endermen: they obviously normally dodge arrows, unless there is nowhere to tp to. An easy way to set this up is by flying away from the island in the End, and using setblock to create a place to spawn things. Another interesting thing about Endermen is that they will not catch fire from reflecting fire arrows.)

Confirmed for 16w06a, tipped arrows also don't damage.
This is still an issue as of 1.9.2.

Fixed (tested in 17w06a), now the arrow drops as an item (in Survival mode).

@Kumasasa Can confirm that it has returned in 1.14.2 at least. Please reopen!!!
Also, make sure you reproduce the "fire" part of this bug in clear weather (not raining or snowing because they can extinguish fire)
A good tip to see this bug in action is happening is to "Toggle Perspective" (default key is to press F5) when an arrow is shot downwards to see the bouncing arrow on the player's head. This bug also reproduces when one is shooting an arrow at an angle toward the horse's neck (approximately), which make this bug extremely annoying for combat on a horse.
@Kumasasa @Kevin He, 100% right, this issue is still happening in 1.14.2 and needs to be reopened. arrows aimed down a little bit, even if it looks like they're not about to hit the horse, do hit the horse and damage it instead of the arrow traveling to its destination. When a flame bow is used, the arrow usually hits the horse and causes it to take damage from the arrow and sets the horse on fire. When the bow is not flame it usually hits the player and causes you to take damage from the arrow. Either situation, this needs to be fixed. Steps to reproduce are the same as listed in the original bug report.
Reopened. This issue is best reproduced in Creative mode. In Survival mode, the player riding the horse will be hit by the arrow.
This has been fixed at some point between 20w07a and 20w18a.
